Abstract :The Japanese Ministry of Education, reflecting upon the present uncertainty and confusion about the aims and methods of moral education, has enforced the plan according to which a special class for moral instruction is 'to be provided in public schools. In Okinawa, too, the same plan will be carried into effect in 1961. Though this plan marks a noteworthy change in the recent Japanese education, we seem to be still theoretically uncertain of the educational effect of having such a course as intended specially for moral education. The purpose of this study is thus to assess the educational significance of the new plan set forth by the Japanese Ministry of Education, questioning the nature of morality, as well as how moral ideas and attitudes are to be imparted. First, the writer gives a brief history of the policies that the Ministry of Education has taken in connection with moral education since the World ';Var II. He then defends the view that moral education must be the core of schooling and goes on to discuss how the problems of moral education have been treated, referring to such historicaU leaders in educational thought as Plato, Rousseau, Pestalozzi, and Dewey. Finally, the writer gives some conclusions he has reached concerning the proper method of moral instruction and considers, in the light of his conclusions, whether it is appropriate to provide a special moral instruction class in promoting the development of moral education.
