Abstract :This article reviews the transition of Japan's inbound tourism in light of three social trends, which are the change of the social status of tourism, the end of overemphasis on domestic tourism, and the beginning of the era of international tourism, and advocates the necessity of the government, the municipalities and corporations to change direction. The inclusion of tourism in the policy speech by Prime Minister Jun-ichiro Koizumi is discussed as the first step for Japan to become a “Tourism-Oriented Country". The subsequent Tourism Nation Declaration, the enactment of Tourism-based Country Promotion Basic Act and the approval of the Tourism Nation Promotion Basic Plan are argued to have laid the foundations for the efforts to establish Japan as a “Tourism-Oriented Country". Such efforts were suggested to have been intensified by the inclusion of tourism in the National Growth Strategy and the establishment of the Council on the Promotion of Japan as a “Tourism-Oriented Country”. The growing focus on tourism by municipalities, private sectors and international institutions as well as domestic and international trends that are thought to have prompted Japan's inbound tourism are explained. Finally, future efforts that the government is required to make for further promotion of Japan's inbound tourism are discussed.
